16gb isn't enough for purely gaming in only a small number of niche cases. Even then, you don't really need to have 100 chrome tabs, twitch, Spotify, and 2x 4k videos playing at the same time, and you can do quite a bit to manage your RAM comfortably.

16gb is likely fine. Personally I play stuff like modded cities skylines so more ram is useful. Haven't seen any games that would really need 32gb. Still just for work or modding. 16gbs is 100% fine right now, even with tabs open Spotify discord etc. The price of 32gbs isn't even that much more appealing.
Cpu is almost always the problem when it comes to sudden stuttering/freeze. Plus if you plan on doing some multitasking while gaming 4c4t is just not gonna give you a flawless user experience. I was on xeon 1280v3(basically i7 4790 non k) with 1660s with 16gb ram and there tends be some random stuttering while gaming.
DDR4 RAM is not nearly as finicky as DDR3 was. Linus Tech Tips did a video demonstrating you can mix and match without issue. You should obviously try to get RAM with the same specs as your current kit though because the system will typically only be able to run at the speed/latency of the slowest stick.
The cost difference between 8GB and 16GB RAM largely depends on the type of RAM being used – whether it is DDR3 or DDR4, as well as how many sticks are needed for installation. For instance, two 8GB sticks of DDR4 RAM may cost significantly less than one 16GB stick of the same type.
Techspot did a memory scaling revirew for Zen 3.The problem with testing the performance between 16 and 32 GB with DDR4 is that the 16 GB solution is single rank per channel, and the 32 GB solution has two ranks per channel.
Edit : I bought two 8gs of DDR4 2133Mhz, but with dual channel (16go 4266Mhz) it's double the speed, i don't have to worry about it anymore. Zen 3 (AMD 5XXX series) very significantly benefits from faster RAM. 3600mHz seems to be the sweet spot on DDR for for that platform, although 3200mhz is just fine for Intel 12th gen.
